Nora E. Larabee Library has been given the green light to begin the Bidding Process!

There is a contractor meeting on Wednesday, May 25, at 10am at the library to explain the history of the property, its compliance with the Secretary of the Interior’s Standards for the Treatment of Historic Properties, and any general questions you may have.  We will offer a virtual option for the meeting.

DOOR REPAIR – The scope of work within bid request includes restoring the entryway by fixing
the door jamb and rebuilding the door to fit.
Bids will be received by Nora E. Larabee Memorial Library Board of Directors, 108 N. Union St.,
Stafford, Kansas 67578 until 5:00 PM on June 1, 2022 for the work noted above according to
plans approved by the Kansas State Historic Preservation Office. This structure is listed on the
National Register of Historic Places. All work must comply with the Secretary of the Interior’s
Standards for the Treatment of Historic Properties.
Sealed bids will be publicly opened at 5:00 PM on June 1, 2022 at 108 N. Union St., Stafford,
KS.
All inquiries about this Invitation to Bid and requests for copies of the full scope of work/plans

responsible and responsive Bidder. Owner reserves the right to reject any and all Bids and to
reject the Bid of any Bidder if the Owner believes it would not be in the best interest of Owner to
make an award to that Bidder. The successful Bidder must deliver to the Owner certificates of
insurance, performance and materials payment bonds as security for faithful performance and
the payment of all bills and obligations arising from the contract. The successful firm will be
required to comply with all applicable laws and statutory regulations. No Bidder will in any way,

Nora E. Larabee Memorial Library
Scope of Work – Number 2
Project Description: Restore entryway by fixing the door jamb and rebuilding the door to fit.
Building Description: Nora E. Larabee Memorial Library was built in 1905 and is a one-story
brick building with a partially finished, full basement. The foundation has eroded due to poor
drainage and deteriorating mortar. The front door is inoperable due to swelling and improper
installation. Repairs to the foundation and door are necessary to secure the future of this
community asset.
Detail of Work:
• Remove glass in entry/foyer while foundation work is being done.
• Dissemble the extra-large door and add new style and bottom rail to be adjusted to fit
the frame jamb opening.
• Fix the jamb unit which is leaning downward by replacing bad Brickmold, scapring,
priming, and painting the jamb, including the threshold.
• Add wood support for hinges and use extra long screws to prevent door from sagging.
• Restore and clean all beveled glass.
• Install new white vented framing on sidelites and transom glass using ¼” clear tempered
glass.
• Apply weather stripping and a new door sweep.
General Conditions:

• Certificates of insurance, performance, and materials payment bonds are required as
security for faithful performance and the payment of all bills and obligations arising from

• Construction schedule to be itemized with headings related to the breakdown in payment
requests.
• All work is subject to review by the Kansas State Historical Society throughout the
duration of the project.

• Excavation of exterior foundation at north and west elevations of 1905 building down to
spread footing.
• Repointing of exterior stone foundation as required prior to installation of bentonite
waterproofing.
• Installation of bentonite waterproofing panels if stone is moderately irregular in profile or
installation of raw bentonite clay pellets blended with surrounding soil placed against
stone to serve as a moisture barrier.
• Installation of a perimeter drainage system at the north and west elevation footing of the
1905 building carrying the water to a new sump pit and pump in the basement level.
Includes required electrical performed by a licensed electrician.
• Backfilling and compaction of foundation ensuring a positive slope away from the
building at the surface.
• Installation of seed and straw top dressing at areas disturbed by excavation. Watering is
the responsibility of the owner.
• Installation of hard pipe underground gutter drainage tying the two downspouts on the
north elevation and the two downspouts on the west elevation to the pipe and running
the pipe underground to the west under the sidewalk and exiting through the curb into
the street. Includes cleanouts at the building for maintenance.
• Repointing of exterior deteriorated mortar joints as required with custom matched mortar
in a historic formulation.
• 100% repointing of the interior stone foundation in the basement of the 1905 building
with custom matched mortar.
